Workshop Participants Visit Project Sites Supported by RNIP Trust Fund

The Second RNIP workshop and intervision meeting was held from 11-15 July 2006 at the Environmental Information Center, Isabela State University, Cabagan, Isabela, Philippines where CSO partners shared their experiences in implementing Trust Fund supported projects and where five resource speakers likewise presented their expertise on IPs and development projects implemented within IP ancestral domains.

One of such RNIP Trust Fund supported project was visited by the workshop participants - the Agta Welfare and Forest Resource Management Project implemented by the Cagayan Valley Partners for People Development (CAVAPPED) in the province of Cagayan. Two of the four sites covered by the project were included in the itinerary.

The first site was at Sitio Mammit, Barangay San Mariano, Lallo, Cagayan. After a briefing by the Municipal Vice Mayor at the municipal hall and a brief visit to the historic church of Nueva Segovia (now Lallo), then capital of Cagayan (then covering the the whole Cagayan Valley region before the provinces of Nueva Vizcaya, Isabela, and Quirino were created), the workshop participants proceeded to Mammit. The Agta community interacted with the participants in an open forum where the status and various aspects of their past and present social and physical environment were discussed. Current issues and development initiatives within their ancestral domain were likewise tackled during the discussions. The participants then were toured around the community showing some home gardens and the water hoses connected to the houses coming from the potable water impounding project initiated by CAVAPPED through the RNIP Trust Fund. The Agta community then served native snacks made from boiled banana and coconut juice.

After a very filling seafood lunch in a restaurant under a bridge along the highway, the workshop participants proceeded to the second project site at Sitio Capadeco, Barangay Cabiraoan, Gonzaga, Cagayan. With the aid of a three-dimensional map constructed by PAFID with the Agta community in Capadeco, discussions on past, present, and future undertakings of the Agta group in relation with the management of their ancestral domain and its resources were tackled. All these came about through the incessant query of the participants and were ably answered by the IP leaders in the area. The resettlement area of this Agta group was likewise visited by the participants where their real-life situation was showcased. After the visitation, the IP group served snacks made from glutinous rice for the participants.

It was getting dark when the group started their trip back home to the Environmental Information Center at Cabagan which they reach only after a three-hour long and tiring trip. Of course, the plight of the IPs visited, seen first hand and on the ground, was worth it all.
